"He didn't do enough."
Usually this is said by people for whom nothing short of perfection is
"enough." Even if the person being judged had taken that one more step,
there would then be another step beyond it. Also, going to such
extremes usually, in the real world, means eventually reaching a point
where other virtues have to be abandoned for the goal. For instance, it
almost always means neglecting, impoverishing, or endangering one's
